What the western county actually is
Most of Hays County west of I-35 is a thin cover over fractured Edwards and Glen Rose limestone. In places it is a few inches. Fractured rock is the wrong medium in two directions at once: it does not hold effluent long enough to treat it, and it can move water sideways and downward faster than anyone can model.
This is why a site evaluation is not a formality here. It determines whether a gravity drain field is possible at all, and frequently the answer is no.
What gets installed instead
An aerobic treatment unit treats the sewage before it leaves the system, to a standard high enough to be dispersed at or near the surface rather than relying on soil depth. Disposal is by spray heads across a defined area, or by drip tubing just under the surface.
It solves the soil problem. It introduces three others:
It is mechanical. A blower, a disinfection stage, controls. Things that can stop.
It is regulated continuously. Texas requires a maintenance contract with a licensed maintenance provider, and reporting to the permitting authority at least every four months. The details are here.
It needs surface area with setbacks. A spray field has to fit, at distance from property lines, structures, wells and drainage. On a steep or narrow lot that is the binding constraint on the whole design — and on some lots it is why an otherwise buildable site is not buildable.
The cost consequence
Expect $12,000–$25,000 for a new aerobic system in this county against $9,000–$18,000 for a conventional install where soil allows one, plus the ongoing maintenance contract at roughly $200–$450 a year.
That is not a reason to avoid an aerobic system. Where the rock is shallow, it is the only system that works. It is a reason to know before you buy the lot.
The eastern half is a different problem
Around Niederwald, Uhland and the flats east of Kyle, the constraint flips: heavy clay that holds water and drains slowly. Those systems fail in a wet spring rather than on a hot afternoon, and the fix is usually about load and drainage rather than treatment level.
One county, two unrelated failure modes. Anyone quoting you without having looked at which half you are on is guessing.
